Opens with acknowledgement that in Spain [on double-DST], it`s already World Amateur Radio Day April 18, and plays clips of greetings in Spanish from several hams, seemingly recorded off the air. News delayed until 2203. Then I check it at Maryland SDR which agrees it`s minus 7 Hz, but also sounds like some CCI. Aoki, EiBi and HFCC show nothing else scheduled until China at 2230, Cuba from 2300 or 0000 --- but you never know when its 11670 or any frequency will be running at wrong hours.
