letters in keyboard order, some with errors, but no QRM with BFO on
USB 10125 exactly (Glenn Hauser, OK, WOR)

** BRAZIL. The only ZY on three SW frequencies at once, R. Voz
Missionária, and never exact as I measure them this time, July 18 at
0624-0630, with music and Portuguese ID:
5940.220, S7 vs HSNL;
9664.901, S5/9;

** CUBA. 9700, July 18 at 0150, no signal from RHC. Sometimes on here
in English, leaving only 6000 at 0151, S9+10/20 but
undermodulatedistortion. 9700 supposedly ex-6165, never heard any

** CUBA. 15140, July 18 at 0645, RHC in Spanish, S9+10/20 and the SSOB
on this overrun ``daytime`` frequency sometimes latenight rather than

** CUBA [and non]. 11760, July 8 at 2207, RHC Spanish only S4/S6 with
QRM from Chinese music. That would be CRI `Portuguese` with fill-music

Tuesday July 18 at 0030 on WRMI 9395, S9+15/20 into Maryland SDR to
the NNE tho beamed NNW; as usual at this time, Jeff tries to insert a
``The World is in Turmoil`` SW receiver commercial after the ID until
WOR starts.

It seems that WORLD OF RADIO is back on SW from Australia, low-power
LSB instead of USB. Website https://www.uniqueradio.biz/
now says:

and shortly off. Last time I ran across 15150 after 0600 it was quite

** U S A. Frank Merrill replies on the IRCA iog to my repeated and
latest report of KLEY 1130 Wellington KS running full power at night:

Wow, WHKY is *STILL* on huge power at night? I noticed that years
ago. I haven't DX'ed on AM in a number of years, and I no longer have
a location to do so regularly, so I won't start again (from Chicago,
in the City). I'm also in a highrise there, with a very high noise
floor; trying to hear anything that crosses an ocean would be entirely
futile. All that said, I will never lose interest in it.

Just this past week I've read an article saying that the FCC will not
enforce any station running outside its parameters (such as KLEY
full-power at night), unless a co-channel broadcaster complains.
(This was written in response to one of Glenn Hauser's reports that he
notes KLEY on with full power at night, rather than their one-watt
licensed night power.) KWKH probably doesn't even care, unless KLEY
would QRM the signal within the listening area, which is not likely
with 250 watts. More likely for QRM from WISN or WBBR (strong
night-pattern protection notwithstanding) even before any worries
about a Kansas 250-watter.

This can also respond to the Dayton stations on 1290 and 1410 very
possibly not caring at all that they're being blasted by stations
southeast of them running unauthorized night power. Unlike the 1130
situation with KLEY/KWKH, I would definitely think that WHKY and WHLN
could very easily be "eating into" Dayton's SUBURBAN coverage, at
least. They still might not care.

All of this is ALMOST like a criminal court proceeding: the
"plaintiff" (such as KWKH or WING) apparently needs to have standing
for the FCC to enforce such infractions. KWKH would of course have
standing, but a DX'er does not.

That seems to be as good explanation of why a station can stray from
its licensed parameters for years at a time and, no matter how blatant
it seems, nothing usually happens until they just decide to stop ---
which gives them no incentive at all to stop.

UNRELATED, BUT FUN FACT: The small town town of North, South Carolina
