A current Breitbart article references a NYT article from 2010 which includes an FBI report indexed below which on Page 30 references Russian spies using data-bursts to communicate with Moscow. Reading all the exhibits is educational in WiFi usage, and even mentions one-time pads!

This piqued my interest since it involved Anna Chapman the very attractive Rusiian spy who later in Moscow offered to marry Edward Snowden so he could get sanctuary. What interesting pillow talk they'd have!
