[Swprograms] VOA on shortwave likely to suffer from budget pressures

NPR's Weekend Edition Saturday interviewed David Ensor, head of VOA,
yesterday.  One takeway is that budgetary pressures may help
accelerate the migration from high-cost shortwave to lower-cost
alternative platforms.
