[Swprograms] OT: new FCC chief sworn in

It will be interesting to see how this change in leaderships affects
the USA media landscape.
Unsurprisingly, his goals don't list anything specific for preserving
the shortwave spectrum, but at least with someone in charge now,
perhaps we radio enthusiasts have someone to contact.
