You are correct, 12095 probably would reach Spain reasonably well - it's out of the UK at that hour targeting the Middle East...

I think your thread title is a bit misleading, the
reply was from a reader, people in the UK would have
little idea whether the BBC still broadcasts on
shortwave to Europe, in fact I think that they'd
probably assume they still did.
