It's simple economics, unfortunately...

Assumption 1:

It costs more to increase bandwidth than it would to annoy a subset of
subscribers.

Their contractual obligations probably prohibit limiting the sports
coverage or the Stern coverage, or they figure the sports service
limitation would be more likely to drive subscribers away than
limiting C-SPAN.

The good news is that satellite radio remains a "give away the cow,
but sell the milk" business.  Yes, we can gripe about our sunk
investment, but the prices for the receivers themselves are still
relatively small, and switching costs are small (unless one chose a
longer-term subscription.

C-SPAN remains on XM, if one can trust the website...
