Perhaps, but consider:
1) Internet usage biases very much towards English -- thus, the odds
are better than those who browse the 'Net know some English.
2) Many -- in this group -- have grumbled that the VOA no longer
broadcasts in English to the Americas or Europe via SW. This is one
way to improve availability to these audiences.
The BBCWS started out with just an English web presence. Said web
presence now numbers 43 languages.
