[Swprograms] BBC/VOA alternative frequencies

I've found the following to be useful here in the West:

BBC    0400     7,120 kHz
            0500   11,765 kHz

VOA    0400     9,575 kHz

These are the African services in English.  The quality of the BBC 
frequencies is variable, but the VOA usually booms in.
