Don't know. Firefox was an open-source effort; the BBC has long sung
its praises.
Perhaps the developers gave the BBC the bookmark position due to the
favorable PR from the BBC.
I could find no evidence in a Google search that there was any sort of
commercial deal between the Firefox community and the BBC.
