Grey Market Continues To Make Inroads While Regulator Mulls Ruling

The development of satellite radio in Canada is being held up by lengthy
regulatory approvals, critics said yesterday, while the grey market in the
country continues to grow.
The Canadian Radio-television and Telecommunications Commission held
hearings into satellite radio licensing proposals in November, but the
[CRTC] has yet to make its decision on the matter public. At the same time,
interest in the technology in the United States continues to expand. There
are more than 4.2-million satellite radio users in the U.S. The CRTC said it
is hoping to release a decision on satellite radio before June.
There are currently three companies vying to offer digital radio in Canada:
Canadian Satellite Radio Inc., headed by Toronto businessman John Bitove;
Sirius Canada, backed by the CBC and Standard Broadcasting; and CHUM Ltd.,
which is offering a land-based Canadian service. The lack of a firm deadline
by the CRTC for a decision on satellite radio, which has emerged as a
significant consumer technology in the U.S., could impact General Motors
Canada, which hopes to have the units in some of its upcoming 2006 models.
David Paterson, GM Canada's vice-president of corporate and environmental
affairs said a CRTC decision would have to be made soon in order for the car
maker, the largest in Canada, to have units in models for the fall. GM has
partnered with Canadian Satellite Radio, which offers XM Satellite Radio
service. The company hopes to offer satellite radio in 50 vehicle models.
While the CRTC makes a decision on satellite radio, the grey market
continues to grow in Canada, said Stephen Tapp, president of Canadian
Satellite Radio. He said there are an estimated 100,000 Canadians using grey
market satellite radio and the number is rapidly growing as the technology
garners more publicity in the U.S.
