[Swprograms] PTSW excel shortwave schedules

I have made a change to the Prime Time Shortwave Excel file.  On the 
spreadsheet page sorted by time.  In column C there is now an indicator 
rather the station is ON or OFF at the time you put into cell C1.  Then you 
can sort the spreadsheet so that all the broadcast that are on at that time 
are at the top of the spreadsheet.
