Personally I'm not surprised. The VOA has been cutting shortwave frequencies
to Europe, the Middle East and North Africa over that period and has an
unusable satellite presence in Europe. Those are the areas where listeners
who are confident enough in English to join in a phone in tend to live.

"Talk to America" (a bit of a misnomer really) is not an ideal format for
the type of station the VOA English service now is. The VOA should be
studying what the Radio Netherlands English service does because this is the
market segment VOA is now in.
