Your headline is misleading. It is Reporters Without Borders who have
decried the sale not Chirac who has been criticised in many quarters for not
raising human rights issues during his visit to China, one of the aims of
which is to tell the Chinese government of his support for the lifting of
the European Union arms embargo and to gain arms contracts for French firms.
