If I have the details right, the state changed the funding algorithm
for its investment in Head Start programs for 2005, basing its funding
on the # of students in the program.
Apparently the Cleveland programs administered by this agency have
fewer students than in prior years, which led to a sharp drop in $$.
However, many profligate spending habits continued....and it's a
situaiton of "asleep at the switch".
Meanwhile Ohio's governor is currently ranked dead last in terms of
voter approval.
