[IRCA] TP 15 Dec Victoria version

Yesterday morning was bad.     This morning would take an award for 
badness.   Even carriers were very weak and rare.   For some reason, 
HLAZ became marginally audible around 1320UT for about 10 minutes, 
with man and woman in unidentifiable talk, and organ music with 
choral singing at 1330UT
