[IRCA] new IRCA webpage...

What Colin is doing is fine. He is working with the IRCA person in charge of the IRCA web site.Right now it is a "work in progress"... when he is finished and ready to switch over, we'll take care of the paperwork (if any).eGroup folks (IRCA members or not) are encouraged to check out Colin's work, offering suggestions, etc.ÂPhil Bytheway
