[IRCA] TA audio

Quite clear vocals on 1215 at 0440UT, especially when the splatter 
dies for  a moment.   Man gave a quick announcement,  definitely 
British English tinge to it, and into another song.  It has been 
hanging in there for a minute, but fading now, may be back?
