[IRCA] TP overload 28 Sept

Don't know how the DX was in the real world, but judging by the present
signal levels on JOKR-954 and numerous others, even at 1420UT, Gabriola
Island slipped its moorings overnight and drifted much closer to East Asia.

In Grayland they must be lighting the fluorescent lights with TP signal
strength.
