[IRCA] 530 Cuba on West Coast?

Tuned 530 kHz at 0530 UT and hearing a woman in Spanish singing underneath local TIS station WPVS 690 Ridgefield, WA. Continuous loop of WPVS 690 ID with a S-9 signal. Estimate the Spanish speaking station to be S-2 signal strength. Assuming that this is Cuba. It's a shame that these Washington state TIS stations leave their transmitters running with a loop ID when there is no traffic information to be broadcast. There is another TIS on 840 kHz in Castle Rock up the I-5 North of here that is always running the loop ID. Â
