[IRCA] WDLM 960 silent at the moment

Currently in Davenport, Iowa, on my way to the annual Madison-Milwaukee DX Get-Together, and I'm noticing that local WDLM 960 is off, and has been off for at least the past two hours.  Will keep an ear on this to see how long it lasts.
