It doesn't matter how many sites it was on. It's still just a proposal from one bureau to the main FCC. Industry (the NAB etc) or the public (ARRL) could conceivably cause a stink although since the current level of non enforcement doesn't cause a revolt, perhaps more deterioration will be accepted quietly.
