[IRCA] TP DX in Seattle on October 13

TP conditions here were considerably worse than the past few days, and 
not nearly as good as what Gary, Dennis, and Colin reported. There were 
no really good signals, and even the expected powerhouses struggled to 
poke their way through the noise for brief periods. This will be a day 
that will quickly be forgotten, DX-wise.

774    JOUB, time pips 1200, then cheerful-sounding man & woman with 
English lesson
890    KBBI, jazz music, then legal ID and marine weather 1359, CJDC 
quite weak at the time
972    HLCA, best signal was at 1413 with phone interview
1566    HLAZ, best reception was at 1417 with Chinese woman, otherwise 
poor at best

POOR
657    DPRK, music in heavy domestic splat 1256
693    JOAB, pips & weak talk in CBU splatter 1400
747    talk in the noise 1311
756    male talk 1213, inflections suggested Chinese but 981 wasn't 
strong enough to //
