[IRCA] WWXL 1450 DX Test in Central PA

I have a local ~ 2 miles away on 1450 but was able to knock it down enough
with the Quantum Phaser to make out the morse code @ 0340 UTC - can pick
out a few characters like "C" "H" and "1" so will have to go back and
listen to the recording. Hard to get anything new on 1450 here so this is
most welcome!
