12:01AM to 12:31AM Central time is  the same as 0101 to 0130 Eastern Time (0501 to 0530 UTC) - I simply put it as eastern time because I'm, well, in that time zone. Perhaps the best way to do these announcements is the station's local time coupled with UTC time.
