About a year ago I also had a scheduled power outage. There are several other buildings in the apartment complex and I don't know if the power to any of them was turned off.
I expected almost all of the noise on the AM broadcast and HF bands to disappear. My HF antenna is an indoor wire. Like Brian I was disappointed at how much was still there. It was significantly better. Some of the noise must be coming from quite a distance.

Subject: [IRCA] What I learned about noise from a power outage
My neighbourhood recently had a scheduled power outage so I took
advantage of it to study my local electromagnetic environment. The whole
story might be inappropriately long for this list but if anyone is
interested they can read about it in this
http://vidxer.blogspot.ca/2014/03/not-my-noise-sources.html post on my
still-under-construction hobby blog.
