My understanding is that more electrical noise is vertically polarized than horizontally, so there
could be an advantage in a horizontal antenna on that score. However, by putting the antenna
in the horizontal plane, it is now no longer omnidirectional, but rather somewhat bidirectional,
which may or may not be a good thing.
Where noise is a problem, one's optimum choices would be an inductive antenna. This will
normally also be directional, whether it's an indoor tuned air core loop or an outdoor untuned
superloop or flag. The former would also include a ferrite core tuned indoor antenna.
These will all almost always be quieter than a wire antenna of almost any length, either
vertically or horizontally polarized.
But since you are using an SDR, which is broadband, any of the tuned indoor loop options
would be impractical as they are not broadband.

Forgive more of my silly questions,
but here goes. I continue to try to fight, abate, and reduce
local noise here in my suburban neighborhood. Deed
restrictions complicate things further, since no visible
outside antennas are allowed.
Would mounting the active whips horizontally have any effect
on the noise that they're receiving? I notice that noise
seems to generally be lower using horizontal antennas than
verticals in my situation?
