[IRCA] 1600khz unid producing whistle like sounds on 1590USB & 1610LSB

Someone on 1600khz is producing whistle
like tone sounds clearly heard on 1590USB and
1610LSB.  Loop bearing is N/S.  Overmodulation
issues?  Fairly strong signal.

Anybody
else hearing this?
