[IRCA] Big signal on 576 at 04:44 UTC ?who?

Noticed on Nick's DX Fishbarrel a signal on 576, so tuned over there, and
sure enough a pretty big signal but no audio I can hear.  SAM captures
easily.  Carrier went off for about 5 seconds , then back.  Any ideas?
 Anyone coming on at 04:45 or 05:00?  Hmmm.    73,...Walt Salmaniw,
