[IRCA] TP DX in Seattle of January 9

Conditions weren't very good today.  Maybe it was the solar event. Maybe 
normal January propagation.  Maybe something else.

Nobody today

Fair - a minute or two that might've been understandable to a native speaker

Poor - understandable?  No way!

774    JOUB, time pips and weak talk 1500
981    CNR1 woman talking in CKNW splatter 1318
1566    HLAZ, ending the day's Japanese service with the usual woman and 
piano music, quite weak 1345
