[IRCA] TPs in Seattle on January 8

JOUB had a terrific signal for several minutes at about 1320.  It was 
actually stronger than local KTTH-770 at times.  OK, that's not a fair 
comparison since I had a 25-30 db null on KTTH, but JOUB was nonetheless 
impressive.  Unfortunately, all the other Asians were weak or absent.  
Not a trace of any TPs above 1000 kHz.  No sunrise enhancement.  Not 
much of anything really, aside from JOUB and a cameo appearance from KFQD.

Good - Mostly understandable by a native speaker
750    KFQD, dominant with local ad and promo 1259, jingle ID and CBS 
news 1300
774    JOUB, best reception in several weeks 1320, end of weather 
report, beautiful local ID, then start of English  lesson.

Fair - parts of it somewhat understandable for a minute or two by a 
native speaker
747    JOIB, briefly fading up with weather report 1309, otherwise poor-nil

Poor - Recognizable program content
693    JOAB, bits of talk in CBU splat 1252
972    HLCA, discussion in presumed Korean 1152
