[IRCA] TP DX in Seattle for December 23

It was kind of a weird morning for TPs today. Most of the action was at the low end of the dial at about 1330, then most of the DX disappeared. The upper end of the dial didn't show any activity until just before 1600 when VOA-1575 showed reasonably OK audio and HLAZ-1566 barely rose above the noise. Otherwise, there was not much of a sunrise enhancement.

The electrical noise was higher than normal today, which might have masked a few things.
