[IRCA] LL-1001-396 omnidirectional AM antenna

Has anyone ever heard of this antenna? I came across it while looking at scanner antennas. It screws into the Motorola NMO mount commonly used for amateur radio and land mobile/public safety vehicle antennas. NMO mounts usually terminate into a BNC or PL-259 (aka UHF) connector.
