[IRCA] WKAL-1450 DX Test

WKAL-1450 heard briefly on DX Test with fair signal 0000-0004 with low-pitched Morse code IDs that were more involved than just call letters.  Faded under one of the Maine stations, either WRKD or WKTQ, which was mentioning Bangor and Lewiston, and which itself faded soon after.
