The station is accepting e-mail reports only, and he did not indicate not wanting clips, so that would imply IMO that he wants whatever proof a DXer has.

I was curious and looked up your QTH in Vacaville. That's near San Francisco. If you hear a NY graveyarder test in May I'll eat my QSL collection. What kind of set-up do you have?
