[IRCA] WJOL 1340 off the air

This is for Chicago area DX'ers. 

At 15:30
CST my local, WJOL 1340 Joliet is off the 
air. 
First noted off at 05:20 this morning.   

A few minutes ago heard rapidly pulsing audio
so suspect 
they are doing some kind of
testing/repairs.   

Hopefully they
will still be off at sunset.
