[IRCA] TP for 6 Feb 2013; Victoria version

The local noisemaker held out until 1530UT this morning, but unfortunately, the
DX held out for even longer, if it ever appeared at all. 594, 747, 774 and 1566
showed weak audio from time to time from 1415 onwards, but that seemed to be
about it.
