Haven't several of us long suspected KGYN has operated at something other then their licensed parameters?

141 percent of 10KW is nearly 15KW! 

not only does it appear KGYN was using 141 percent of it's licensed 10KW Day & Night power, but it wasnt going from Non Directional to Directional at night.
