[IRCA] TP DX for 15 Nov

Conditions recovered a teensy bit from yesterday.

At 1300-1315 UTC I had weak carriers on 693 747 774 and 828 with no audio.

There was a brief sunrise enhancement of sorts for a few minutes around 
1500 UTC, with minimal audio on a handful of frequencies
1494 - Surprisingly good carrier peaking at 20-25 db above the noise.  
Possibly some talk just before 1500 and a long tone at the ToH.  Or 
maybe it was just a combination of domestic splatter and wishful 
thinking.  I'm not really sure at this point.
1503 - last note of NHK pips at 1500
1566 - Man and woman in Chinese fair-poor 1501
1602 - last note of NHK pips just barely above the noise 1500
I also had carriers for a few minutes on 1377 1386 1422 1476 1557 and 1575.
