I agree with Russ that it's most likely Radio Rebelde you're hearing on 530 kHz. It's heard here in northern Oklahoma occasionally, especially during geomagnetic storms.

Where are you ? If you're along the East Coast or in the Southeast, I'd say that Radio Rebelde in Guantanamo is what it is. It is widely heard.
