[IRCA] Victoria B.C. TP's for 10-3 Slight return

Like Gary D says, there was a modest return to normal (for this
time in the cycle...)

I had good audio on 774 and 828 with
lots of second tier hets (potentially yielding audio
as the enhancement arrived...)
on 603, 621, 639, 702, 891, 972, etc

There is a rumor that by night fall I will
have a Debock made Russian gatling antenna -
As I am heading to the West Coast this long
Canadian thanksgiving weekend, the new antenna
power will be on hand.
