[IRCA] Sept 18 TP's in Seattle

Conditions were much improved here in Seattle today with TP audio on 
several channels.   Some interesting stuff is starting to  show up here, 
including two carriers on 1476 - one at 1476.00 and the other at 
1576.08, with bits of talk on 1476.00.  For some reason, there wasn't 
much activity below 700.  Despite what others have been reporting I have 
yet to get the faintest trace of a carrier on 603 (possibly due to 
electrical noise).
