[IRCA] New TIS station WQBQ 728/ Castle Rock Washington

Heard last week and finally ID call with the FCC TIS query.  Castle Rock Washington 
WQBQ 728 S-6 db signal on the High Performance Active whip.  Distance is around 18
miles North of here.  New station here.
