[IRCA] KBOI Test not heard

No sign of anything other than the Cuban and WWFE. I did manage an EE ID from WWFE at 0400.

Will check recordings from 720 and 780 later.

Thanks to all involved for making this happen and glad to see that many heard this despite the horrible conditions.
