[IRCA] WFIL-560 DX test

WFIL-560 DX test noted over CFOS groundwave at 0001 EST exactly as 
scheduled, with medley of tones, voice ID, code ID, several "WFIL" jingles 
into Stars and Stripes forever at 0005.

Not needed, QSLed in 1979 during the Carter administration and Joe Clark's 
brief term as Canada's PM.
