Although adopting MDCL may have been a factor in KSPN's decision to drop
IBOC, this move was not mandatory.  WOR obviously is continuing to soldier on
with IBOC after going to MDCL.

Tests were done which showed MDCL co-exists nicely with IBOC (unfortunately), so as best I know there is no reason for the MDCL decision to take IBOC into account.

Since I haven't seen it mentioned, the FCC is now approving MDCL on a station by station basis. I don't think there have been any rejections and the FCC would have no reason to reject an application.
