Wouldn't that be The Box Tops' "The Letter" (1967)? Or did Joe Cocker cover it?
Around here that format would fit (roughly) KVSH-NE and not much else, though that seems unlikely in your case (but still a possibility maybe?)
Another possibility is that the Montréal transmitter is on and testing, in light of recent developments for that frequency there?

Could be... I heard a dual ID for WGRP and WLOA-1470 around that time, but
didn't notice what programming they had.
