I know of an occasion where an applicant built his transmitter site out before the CP was issued and the FCC got pissed off and made him disassemble everything. 

The FCC updating from when something is issued as in a CP is automated.  It doesn't take weeks or months.  And if it didn't show up on the FCC site, he didn't get the "papers" and certainly would not put it on the air.....
