[IRCA] TPs for Thursday 11/17/11

One second tier Japanese station heard this morning.  Conditions picked up
just before sunrise.  Nothing heard above 828 kHz this morning.

153     RUSSIA, Radio Rossii 1415 weak with Russian talk and noise.
189     RUSSIA, Radio Rossii 1416 poor signal with a lot of noise.
279     RUSSIA, Radio Rossii 1416 fair signal with man in Russian.
567     JAPAN, JOIK, NHK1 1457 weak signal at best with folk song.
594     JAPAN, JOAK NHK1 1456 fair signal with man singing folk song
           in Japanese.  Still around at 1516 with woman in Japanese, weak signal.
648     Carrier, should have been audio, but none.  Russia?
693     JAPAN, JOAB NHK2 1452 weak signal with splatter.
774     JAPAN, JOUB NHK2 1451 weak signal with splatter and man in 
          Japanese.  Fair signal at 1514.
828     JAPAN, JOBB NHK2 1427 very weak signal with Japanese.
