[IRCA] Identification help 'My 830' please

Hi! I was wondering
 if anyone can verify what station 'My 830' is? I've heard it twice 
right around this time of the year, two years in a row around 6PM 
central. I am located in Duluth, MN. I thought maybe KOTC Kennett, MO w 
new format? Thanks! Steve
